"Israel is the product of Europe more than any other civilization.  Zionism from its inception was the Jews' ideological response specifically to European romantic nationalism, their political response to European anti-Semitism.  Since 1948, in Israel's nostalgia for the amplitude of European culture and in Europe's afflicted conscience for the Holocaust, in each side's political and economic vulnerability to Middle Eastern conflict, in the sensitivity of each to the other's perceived moral and diplomatic gravamen, Israel and Europe have found themselves linked in an often abrasive configuration of mutual dependence."

He is also the editor of the 39-volume The Rise of Israel: A Documentary History. He serves as professor of modern history at George Washington University, is a consultant and lecturer on Middle Eastern affairs for numerous governmental bodies, and lectures widely in the United States and abroad.
